What is a great restaurant/place in DC to take a first date?

go to georgetown, theres tons of stuff there...including water.

It's not on the water, but a unique spot would be Marrakesh, which I believe is on NY Ave. Good Moroccan food with a really good atmosphere. You sit on couches when you eat and belly dancers perform. It's like 6 or 7 courses. The Old Ebbet Grill down near the Smithsonian is also really good. It's been open since the 1850s. If you really want to spend an evening on the water, you should go to Baltimore, where you will find a multitude of good places either in Fells Point or the Harbor/Little Italy. The Blue Agave in Fells Point (might be Federal Hill) has over 100 different Tequilas and fine Mexican dining. Little Italy, take your pick. If you just want really good basic food, don't miss the Broadway Diner. It is in kind of a sketchy part of town, but you will not be disappointed. It was featured on "Diners, Drive-ins and Dives."
I agree with the Librarian on Sequoia, but if you want to go a little more low key, Tony %26amp; Joe's is right beside it %26amp; it is awesome! Right on the water in Georgetown; check out their website:

The Roof Terrace Restaurant %26amp; Bar offers almost 7000 square feet of space at the Kennedy Center. Groups up to 90 guests may dine during pre-performance dining hours in the Main Dining Room. For later dining and evenings when the restaurant is closed, larger groups up to 270 guests may dine on our three or four-course fixed price menus. A private dining room is also available for seated groups of up to 30 guests %26amp; standing receptions up to 40 guests. Winter 2009 Dinner Menus

The Roof Terrace Restaurant offers two distinct dining options; a limited selection three-course Prix Fixe menu for $39 and an A La Carte menu in four courses. The Prix Fixe menu start with a choice of soup or salad, then a choice of at least two entrees, one of which is a vegetarian offering followed by a choice of two desserts. The price does not include beverages and excludes tax and gratuity. As the Prix Fixe menu offerings change at least weekly based on the Chef's selections, only the A La Carte menu is listed below.
