Honestly, if Buffalo Billiars is your thing, you're probably not going to find too much of what you're looking for in DC. However, if you're willing to expand your horizons, all you have to do is get a little creative and you'll find there is plenty to do in DC, such as:
Plays and musicals - professional and community theatre, just check the arts section of the Post
Museums - most of them are only open during business hours, but you can check for late openings and special events, and most of them are free
The Zoo - part of the Smithsonian, open dawn to dusk (or something like that) and always a treat -- and free
Walking tours - legitimate ones, or create your own. even if you've seen all the monuments before, there's nothing like seeing them from a new perspective, or through someone else's perspective. I once sat on the Jefferson Memorial steps in front of a completely frozen Potomac River; it was way cool
Adams Morgan - thriving restaurant, bar, music, and club scene
Sports - DC is home to professional soccer, baseball, basketball, hockey, and football, so there's something to see year round, even though it'll set you back a few bucks
ESPN Zone - it's true you don't go there for the food, but the games are really fun, and it's the closest thing I know of to Buffalo Billiards
Film Festivals - there are several each year for the environment, culture, GLBT, etc.
Ice skating - I've never been, but there is a rink, along with more just across the border in Maryland
Bowling - check out Lucky Strike at Verizon Center

You can go to a movie, which is actually a good date in any city. If you and your companion like sports, you can go to a game--we have both the Wizards (basketball) and the Capitals (hockey). Sure cheap tickets are in the nosebleed section, but it's still fun. DC has a baseball team, and I suppose you could check out the Nationals once baseball season starts up again.
There's an upscale bowling alley near the Regal Theatres on 7th Street. I think it's called Lucky Strike. It's kind of expensive, though.
Museums tend to close early, around 5:30 or so, so that won't work.
