I'm from the DC area and I've visited many different parts of the US and I find that our prices in meals do not differ from any other place. It all depends on what you're in the mood for and how "fancy" you want your dining experience to be. There are places to grab a burger for under $10 and there are places that will charge triple that. There's such a wide variance, how could I tell you? You can get a meal under $10 a pop at a local falafel joint, you can pay about $15-$20 a person at a downtown vegetarian Indian place (two iced teas, one appetizer, an order of puri bread, and two curries), you can pay $25 to $30 a person at some nicer restaurants, and then there are the upscale places, charging more than $50 a person.
I visited DC last year and we spent $25-30 dollars for two people anytime we had a sit down restaurant meal. I suggest finding food courts in malls as often as possible. Great place to visit but its touristy and that means everything is more expensive.
I was just there for a couple of weeks this past summer, and i couldnt tell you exactly, but there are a lot of really good mom and pop kind of places that are fairly cheap and cafes in all the federal kind of buildings...and by cheap i mean in comnpared to the same kind of places in California
It really depends on what you're eating. There's somewhere to eat in every price range. It usually starts at $12 a person, for a basic restaurant, without alcohol. It can go up to $40 or $50. If you list what sort of a meal you're looking for, I could provide you with some places. I live in D.C.

It all depends where and how you want to eat. There are a few places for breakfast, and lunch can be quick. (Cosi, Starbucks, etc..) If you want a slower dinner you can get in and out of a few places with drinks and tips for $70. Stay off of M st it get's pretty pricey there.
