Quickest way? Call the IRS fraud unit, followed by a call to the United Food and Commercial Workers Union.



With the IRS, you get a 10% finders fee on any fraud that you report.



With the labor union, you get representation that prevents him from continuing. If I were you all I would put the tips in my pocket and not a jar or community area. Also start looking for another location to work, if you are unhappy there are plenty of other resturants in the area.
