The word you're looking for is "sommelier" and absolutely! There are a lot of excellent restaurants in DC who have really good ones :) I'll list my personal favorites for you:
Citronelle in DC - Chef Michel Richard: http://www.citronelledc.com/ Mark Slater is the full-time sommelier there and he's incredibly gifted. Plus the restaurant itself is repeatedly listed as DC's #1 restaurant by Washingtonian magazine for good reason!
CityZen in DC - Executive Chef Eric Ziebold: http://www.mandarinoriental.com/hotel/53鈥?/a> Andy Myers is the sommelier. They do a 6-course chef's tasting menu for $105 and for an additional $75 there are wine pairings. (They also do a 3 course tasting menu for $75)
Restaurant Eve in Alexandria - Chef Cathal and (wife) Mechelle Armstrong : http://www.restauranteve.com/ Todd Thrasher is the sommelier is also one of the best mixologists in the universe. They call him "The Liquid Savant" - lol
