If you want to be in DC, I can't help, but I can tell you that you should try to go into Old Town. That's where we went last year (on friday) and they had so many dinner specials for v-day.
We are in our mid-twenties and I know what you mean about how restaurants differ in the ages they cater to. I would recommend these ones for Romantic types--candles, some with waterfront views, cozy atmosphere:
Fish Market- (NOT just seafood but the best around town)-by the water, cute inside and views outside too.
Il Porto-Italian restaurant-they had the deal last year with wine and entrees etc. Romantic.
Chart House-- $$$ but right on the water and beautiful views and great food and candles, the whole bit.
O'connels Irish restaurant-Nice, a little more modern, but romantic as well. We ate on the rooftop there.
