Yes. Open-air monuments themselves will be open but the interior museum areas will not. I'm sure there will be some restaurants that are open around the city.
The best thing to do is to walk around the Capitol, White House, the Willard InterContinental Hotel, the national Christmas tree. All that stuff will be up and make for really great pictures, etc.What to do in Washington DC on Christmas Day?
This past Christmas a large group of us went to the movies at Chinatown/Gallery Place and then dinner at City Lights in Dupont Circle. (Both the theater and restaurant were packed.)
My favorite thing to do on Christmas Day is to visit the US Botanic Garden on Capitol Hill. It's filled with Christmas displays, including a large miniature railroad and fanciful miniature models of the major buildings in Washington. Best of all, it's often quite cold outside, while it's steamy warm inside. And on top of that, parking is a breeze, and entrance is free!
