Why is Washington, D.C. getting a new restaurant/cultural trend?

I recently noticed on the Washington Post, DC is getting many new restaurants and an entirely new cultural scene, to add to what DC has to offer for tourists besides the U.S. Government, the memorials and monuments, and the Smithsonian, and local residents are taking notice. Also, Washington, D.C. got two more AAA-rated Four Diamond restaurants this year compared to last year. Soon, Washington, D.C.'s restaurant and cultural scene might become somewhat equivalent to San Francisco's!

There has always been a very diverse dining scene in DC. I think that the writers are trying to make something from the common. It is likely that more unique culturally diverse are opening than classic american fare but that has been the trend in DC for as many years as I've been going there - 30.
