There is a restaurant in Rockville (actually in Garret Park) called Black Market, that has perhaps the best burgers I've ever eaten. Not to mention, fantastic fries (very thin and crispy).

Add a delicious bottle of wine from their cellar and you end up with a brilliant meal!!!
