Best restaurant in DC area with view overlooking water?

Looking for a great Italian or American restauran in the DC area that have a view overlooking the water and has a romantic setting.Best restaurant in DC area with view overlooking water?
Try Yellowfin in Annapolis and H2O on the SouthWest Waterfront. Actually Pier 27 on the waterfront is also a good one.
Sequoia

I would have to agree... Sequoia: http://www.arkrestaurants.com/section_ho鈥?/a>

However... the loaded part of the question is finding something that matches all your criteria... and while Sequoia does that, there are mixed reviews all 'round for the food compared to the prices and quality of service. They have a great view overlooking the water though...

For most romantic and the best food in the area, consider Citronelle, consistently rated the best restaurant in the DC area: http://www.citronelledc.com/ (this didn't meet the criteria because the cuisine is French-influenced)

For most romantic with great Italian cuisine, consider Palena: http://www.palenarestaurant.com/

For most romantic with great American cuisine, consider 1789: http://www.1789restaurant.com/main/index鈥?/a>

Or Two Quail: http://www.twoquail.com/ and trade in the water view for an out of the ordinary experience that can end with a horse-drawn carriage ride following your meal

or Tabard Inn: http://www.tabardinn.com/rest.htm

I can promise you that no area of the experience, in any of these restaurants, would disappoint you in any way. I wish I could still promise that from Sequoia... and 10 years ago, I could... but sadly, not so sure for the guarantee any more :(
I was looking for the same thing last month and found that most places with a view of the river had nothing but bad comments about food and service.

I suggest you check out Baltimore Inner Harbor instead.
Sequoia does have a great view, but I don't know if it has a very romantic setting. Last time I went there it was pretty noisy. And in the spring lots of large groups go there for prom, so it makes it even less romantic. Just a piece of advice when considering Sequoia.
